The Department of Correctional Services (DCS) has officially announced the transfer of remand detainee Vusimuzi "Cat" Matlala from Kgosi Mampuru II Correctional Centre (C-Max) to eBongweni Correctional Facility in KwaZulu-Natal.
The move, which took place on 21 December 2025, has sparked public interest due to Matlala’s high-profile status.
In a detailed statement, the DCS provided insight into the operational nature of inmate transfers, emphasising that such movements are standard practice within South African correctional facilities.
“Transfers of remand detainees and sentenced offenders between correctional facilities are standard operational practices, guided by security, safety, operational requirements, and effective inmate management. The safety and security of detainees, officials, and the correctional environment remain our top priority.”
The DCS also highlighted the legal framework supporting such transfers:
“In terms of Section 6 of the Correctional Services Act, 1998, the National Commissioner is empowered to detain an offender or remand detainee at any correctional centre. This enables the Department to respond appropriately to security assessments and operational demands.”
Addressing concerns about detainees’ rights, the Department added:
“The transfer of a detainee does not prejudice their legal rights or access to services. All detainees continue to receive appropriate care, and arrangements are made to ensure that court appearances and legal processes are honoured without impediment.”
Regarding the specific circumstances of Matlala’s transfer, the department said:
“Given the sensitive nature of security-related decisions, we will not engage in public discussions, interviews, or further commentary on the considerations underpinning this transfer.”
The move has drawn public attention given Matlala’s high-profile status, raising questions about the reasons behind the transfer, though officials stress it is a routine operational decision.
